What it does
Identifies everyone with a stake in the project and places them on a power / interest matrix, then derives how to communicate with each group.
When to reach for it
At project start, and again whenever the organisation on the other side turns out to be more complicated than it looked. Knowing who has to be in a decision before you make it is cheaper than finding out after.
⚠ What it is not
Not a view of the market — it maps the people and groups around the project by power and interest, not the competitors in it. Competitors asks who else solves the same problem and Market Trends asks where the market is heading; this one asks who has to be in the decision before you make it. What comes out is a stakeholder matrix — four quadrants from manage closely to monitor, with the engagement moves derived from them.
Worth knowing
The quadrant is the point. “Manage closely” and “keep informed” are different jobs, and treating everyone the same is how projects acquire a late veto.
